At head of title page: "Part I". Paging is not consecutive (i.e. 6-45, 290-313x). Manuscript prepared for publication. Handwritten note on cover: "Part of Lippincott-Bennett report". Introduction states: "The following report is made in accordance with an agreement made July 1, 1903, between the Director of the United States Geological Survey and the State Board of Examiners of California, as required by an Act passed by the State Legislature of California and approved March 16, 1903, providing for co-operation between the United States Geological Survey and the State of California in gaging streams, surveying reservoir sites and canal locations for the conservation and the utilization of the flood or storm waters of the State, etc. This act appropriated $15,000 from the State Treasury for that purpose, on condition that a like amount be spent by the federal government for the same work during the fiscal years 1903-5. The object of this report is to show what has been accomplished under co-operation and to bring together a synopsis of all the information obtainable bearing on the reclamation and irrigation of the Sacramento Valley."
