John Stalker Longwell papers
Collection Scope and Contents
This collection consists chiefly of reports, handwritten notes and typewritten correspondence written and gathered by John S. Longwell. Although a few papers are from his early work (1910-1920) with the U. S. Reclamation Service, the main body deals with projects he became involved with as a consulting engineer, from his retirement in 1950 as General Manager and Chief Engineer at the East Bay Municipal Utility District, until his death early in 1960. His principal projects include the American River, Folsom and the Sonoma County Flood Control and Water Conservation District.

Biographical Note
John Stalker Longwell, F. ASCE
Died March 25, 1960
John Stalker Longwell, the son of Oliver H. and Mary (Stalker) Longwell, was born in Shenandoah, Iowa, on December 13, 1887. He was graduated from Highland Park College (Des Moines) in 1908 with the degree of Bachelor of Science in engineering, and from Cornell University (Ithaca) in 1910 with a degree in civil engineering.
Upon his graduation, Mr. Longwell worked on several projects for the United States Reclamation Service, including the construction of the Shoshone Hydroelectric Plant, Wyoming, in 1922. In 1924 he joined the East Bay Municipal Utility District in Oakland, Calif., as Division Engineer on the East Bay Aqueduct. He became Assistant Chief Engineer and Assistant General Manager in 1929, and was Chief Engineer and General Manager of the District from 1934 until his retirement in 1949. From that time until his death, he maintained a consulting office in Oakland. In addition, he served as consultant for many water control organizations, including the San Francisco Bay Area Water Pollution Control Board (1949 to 1958).
Mr. Longwell was President of the San Francisco Section of the Society in 1952; a member of the AWWA, the East Bay Engineers' Club; and Sigma Xi.
On July 16, 1917, he was married to Martha Dorothea Ploeger in Salt Lake City, Utah. He is survived by his widow; two sons, John Ploeger and Robert Stalker; a daughter, Barbara Louise (Mrs. David Hurst Thomas); and seven grandchildren.
Mr. Longwell was elected a Junior of the Society on October 3, 1911; an Associate Member on May 12, 1919; a Member on October 14, 1929; and a Fellow on June 6, 1959. He became a Life Member in 1954.

Abstract
This collection consists chiefly of reports, handwritten notes and typewritten correspondence written and gathered by John S. Longwell. Although a few papers are from his early work (1910-1920) with the U. S. Reclamation Service, the main body deals with projects he became involved with as a consulting engineer, from his retirement in 1950 as General Manager and Chief Engineer at the East Bay Municipal Utility District, until his death early in 1960.
Collection Arrangement
The collection has been organized in a simple manner, being first divided into the various projects and put in order alphabetically by name, with the name usually being designated by locale. Within each project, items are ordered chronologically. Although occasionally an attempt has been made to keep the item in the order that Longwell made use of it, the majority have been cataloged strictly in order of publication or manuscript date.
An item is the smallest unit of the collection; despite the fact that an item functions as a single unit, it may actually consist anywhere from a single letter to several documents stapled together.
Because this is a manuscript collection, place of publication has been noted only for those materials actually published.
Tables, being common to almost every item, have not been specifically listed in the illustration statement, unless their extent warrants specific notice.
Two indexes, one concentrating on subjects and authors, the other concentrating on titles, complete the key.
It should also be noted here that whereas the American River Project papers concentrate on the Upper American River, or North Fork, that this section also includes all papers concerning the city and county of Sacramento. Mr. Longwell himself considered Sacramento a separate project, but it was too difficult to differentiate the projects, so that everything on the American River and Sacramento are combined.
Finally, a folder containing biographical and historical material has been placed at the beginning of the papers. A brief description of the contents is as follows: a short biography, an abstract by R. Kennedy; a biographical statement entitled, Qualification of witness; a 1918 application for admission to the Coast Artillery School; 3 obituaries & 8 letters re the papers.
