The collection dates from Andrew Cohen's tenure on the East Bay Municipal Utility District (EBMUD) Board of Directors, and consists of documents pertaining to the projects and administrative work of the District. The materials consist of meeting minutes, reports, data, planning documents, drafts, policy, correspondence, news clippings.

The collection consists of miscellaneous reprints, newspaper clippings, press releases, pamphlets, etc., covering drought and water conservation in California and the western U.S.; materials produced by California Dept. of Water Resources, Metropolitan Water District of Southern California, North Coast County Water District, Alameda County Water District, East Bay Municipal Utility District, etc.

The collection consists chiefly of newspaper clippings covering various California water issues, including the proposed Peripheral Canal and the Mono Lake controversy.
