The collection consists of materials related to the International Relations Council of the City of Riverside, a non-profit organization dedicated to facilitating "citizen diplomacy" through maintaining Riverside's nine Sister City relationships. Materials in the collection include photographs, slides, business records, VHS tapes, and other items documenting relations and activities with Riverside's Sister Cities.

This collection contains manuscripts, diaries, books, journals, newspaper clippings, articles, and other material on Arthur C. Turner, past professor emeritus of political science at UCR. Mostly contains information on subjects in international relations, law, and political science.
